What the hell is up with him?! I hate feeling like this! :'(?

Right, I'm so sorry for this, I know you guys are sick of these type of questions. Basically, I'm at college, doing A levels in order to pursue my dream of becoming a doctor. There's this guy who I have liked from the first day which is quite surprising. But he always smiles at me or waves, whenever we see each other. I have made small talks with him but it wasn't on a deep level, just me asking questions. I wasn't being too nosey. I hope! But he never starts a conversation with me, I always do or we don't talk at all, just smile.Bearing in mind, he talks to others with complete ease so it is definitely not a shyness issue. My deafness may have something to do with it but I speak clearly and I lipread very well. I do also have a signer with me all the time, but purely for communication, she signs everything in lessons. But when it comes to conversations, shes only there when i need her. I have three cles with him, one of which, he sits right next to me, which is his choice. The other two times, he is with his friends so I don't mind. But i really want him to start talking to me. What could be his problem? :S I get the feeling he likes me too but could be wishful thinking :/ Please help, this is getting me down :( x
